Charles McElrath starts in the role Monday

sa国际传媒官网网页入口-based nonprofit DreamSpring announced Tuesday the appointment of incoming CEO Charles McElrath.

The nonprofit, founded in 1994, operates as a community development financial institution, or CDFI, providing affordable financial services to economically distressed communities. The organization operates across 20 states, offering small-business loans and financial resources to local entrepreneurs.

McElrath will start in his new role on Monday, succeeding acting CEO Marisa Barrera, DreamSpring said in a news release.

鈥淒reamSpring has built an extraordinary legacy of empowering entrepreneurs and investing in communities large and small across our country,鈥 McElrath said in a statement.

McElrath brings a wealth of prior experience, most recently serving as senior vice president of commercial lending at Vista Bank in Dallas. During that time, he focused on expanding community investment strategies and increasing financial inclusion in underserved communities. His contributions were instrumental in driving a 350% surge in loan production for 2025, according to DreamSpring.

Before that, he spent 13 years as president and CEO of Southern Dallas Development Corp., a CDFI that later merged with Texas-based nonprofit PeopleFund. Throughout his tenure, that organization generated more than $75 million in new loan commitments.

McElrath has also held senior roles at Liberty Bank & Trust Co., Merrill Lynch, Comerica Bank, Bank of America and other commercial lending institutions, according to DreamSpring.

Alice Rodriguez, a former JPMorgan Chase executive and chair of the DreamSpring board of directors, said McElrath 鈥渦nderstands that entrepreneurship is one of the most powerful tools for economic mobility.鈥

鈥淗is career has been defined not only by increasing access to capital, but by building systems and partnerships capable of scaling impact across communities,鈥 Rodriguez added.
